Your Excellency,

We were appointed to consider anomalies arising

out of the introduction in several branches of the Servic

of new scales of salary now set out in Appendix VI to General Orders, and allied questions; and we now beg to submit our report under the following heads:-

I.

Adjustment of the law relating to pensions.

II. Treatment of officers on the new scales as

regards rent for quarters and rent or

lodging allowance.

In this connection we

have taken the opportunity to make proposals

for the removal of certain anomalies in the

present system of rent and lodging allowances

for officers of senior status.

III. Anomalies with regard to the residential

allowance proposed under the new scales.

IV. New scales laid down for classes of the

One of the basic objects of the introduction

of the new scales was the reduction of the Government's

pension liability. This was done in two ways:

(a) maximum basic salaries were generally reduced

(b) under Section 2 (c)(i) of the Pensions
